Payne earned a degree in physical education from UD. During her college career, she was part of the volleyball, basketball, and track and field teams from 1976 to 1978. Immediately following her senior year, Payne was drafted by the Women’s Professional Basketball League for the Dayton Rockettes and the St. Louis Streak, for the 1978 to 1979 season.

Payne became a captain in the United States Army and received a bachelor of arts from Columbia College in Chicago (1987-1988). She also received a master of science in public safety administration from Calumet College of St. Joseph in 2010.

Payne is a retired Chicago police office and has two sons, Alexander and Winston. She currently resides in Chicago.
